No — this is a recommendation, not a requirement. Purdue University (College of Engineering and Purdue Polytechnic Institute) publishes a suggested configuration: 16GB RAM, 500GB storage. You are not obliged to buy a machine that matches it.

Operating system: Windows 11* — *"Aeronautics and Astronautics, Industrial, and Mechanical Engineering, Polytechnic Institute, and TLI students: We do NOT recommend MacOS for you." macOS is permitted with caveats: "you MUST be familiar with virtual machines or dual-booting" and "At the very least, purchase a license for Parallels".
Processor: Intel Core i5 or AMD Ryzen 5 or better (6 cores or more)
Memory (RAM): 16 GB RAM or better (We recommend 32 GB)
Storage: 500 GB SSD or better (We recommend 1 TB)
Graphics: add-in GPU, AMD or Nvidia recommended
Warranty: Advisory only: "If you spend a small amount of money, it may not be worth it to get an extended warranty - rather, treat it as disposable. If you're spending a lot of money on a laptop, you may want to consider accidental damage warranty coverage." Also suggests checking whether service is mail-in or next-business-day on-site.
What this specification rules out
Not excluded outright, but discouraged as a sole device: "Tablets or Google Chromebooks (e.g., iPad/iOS, Galaxy/Android, or ChromeOS) may be useful for some applications, such as note-taking, but software for technical applications is largely not yet available."
